Lifelong learning entitlement will be introduced in 2026

A new funding system for post-18 education in England goes live in 2026 and it means students aged up to 60 will be able to apply for tuition loans.

The lifelong learning entitlement (LLE) launches next September for courses starting from January 2027 that lead to Level 4, 5 and 6 qualifications.

It is intended to broaden access to high quality education and help people learn throughout their working lives. The wider aim is to help the workforce develop skills the country needs for economic growth.

LLE will eventually replace the current system of higher education student finance loans and advanced learner loans.

New students who are eligible will have access to tuition fee loans up to the full entitlement of £38,140, which covers four years of study at 2025/2026 rates.

Priority subjects and extra help

Some students in areas like medicine, dentistry and social work will be given priority additional entitlement. Financial help will also be available for disabled students and those who need support with childcare.

A digital personal account will allow people to check their lifelong learning entitlement balance and apply for tuition and maintenance support. It will also let them track the progress of their applications.

Loan repayments will start under a new system called Plan 5 once the borrower earns more than £25,000 before tax.

The devolved nations have different funding arrangements for education but the Government is working with the administrations before the rollout to make sure students can move seamlessly between institutions around the UK.

Students living in England who already have their funding in place through the current system will have it carried over.
